In November 2005, the Province of Ontario announced a new matching program in support of post-secondary student financial assistance called the Ontario Trust for Student Support (OTSS).

Building on the Ontario Student Opportunity Trust Fund I and II, OTSS matches dollar-for-dollar all cash donations to establish permanent endowments. There is also an enhanced matching option for qualifying institutions that provides for three-to-one matching money if yearly fundraising totals exceed historical fundraising averages.

Cambrian College qualifies for enhanced three-to-one matching because the institution's endowments are below the $1,000 per Full-Time Equivalent (FTE) threshold. The enhanced matching has a timeline of April 1, 2005 to March 31, 2008.

Below are Cambrian College's specific fundraising targets as established by the Government of Ontario:

Dollar-for-Dollar Fundraising Ceiling: $244,155
Three-to-One Fundraising Ceiling: $122,078
Total Fundraising Ceiling: $366,233

Cambrian College will receive dollar-for-dollar matching on all donations to permanent endowments up to $244,155 per year.

The next $122,078 raised annually will be matched at a three-to-one ratio. Should Cambrian College qualify for enhanced three-to-one matching dollars, this money would be distributed on a proportional basis across all endowments that contributed to the exceeding of the Dollar-for-Dollar Fundraising Ceiling.
